The following reserved surveys values have the following meanings:
  -1 missing from survey (for example, the question was not asked at that time)
  -2 not applicable (for example, Likert responses when system is dead)

Note that these reserved values are all negative.  None of the metrics
listed below ever has a negative normal value.

	2=complete air, hotel, and car req.
					(Note: 2 was not an available value
					for PTC until mid-data-collection)
